Combining the best of:
Imagine a circular waste economy where construction workers could bring in their waste to a "Consign Everything Store." That store then sorts the material and inventories everything by material, weight and takes note of the consigner's name and infomation. Then later, an artist that does carving comes in looking for wood. Then later a smelter comes in looking for a buch of steel scrap metal. Somebody looking to create new products out of waste plastic could collect every different kind of plastic because it has all been sorted and inventoried. I believe a consignment model would be better then just a a thrifting / charity model becasue it gives multiple incentives. First it would make the average person think twice about throwing material in the trash if they could possibly make a few bucks off it. Second it could give struggling people or foragers a method of which to profit off of sorting trash.
